Referendum

A method of referring a question or set of questions to the people directly, rather than allowing them to be settled by the people's representatives in the legislature; the term is often used interchangeably with "plebiscite," although as a technical matter, the latter is nonbinding, whereas "referendum" is a binding process.

Vote by the public to determine the law; not effective for this purpose because of the decision in Re Initiative and Referendum Act, [1919] AC 935 (PC).
