Thomas Fleiner

Prof. Fleiner has been a Full Professor at the Faculty of Law, University of Fribourg, Switzerland, since 1971 and Director of the Institute of Federalism since 1984. He was President of the International Association of Constitutional Law from 1995 to 99. He is a Permanent Adviser of the Negotiation Team of Serbia - Montenegro on the Status of Kosovo and Honorary President and Emeritus President of the International Association of Constitutional Law.
