David Clark

Professor Clark teaches in the School of Law at Flinders University in Adelaide, Australia. He taught administrative law in Hong Kong for 13 years before moving to Flinders. His research interests include the selctive enforcement of tax laws in Australia, the inplementation of the Whistleblower Act in 1993, and the concept of discretion in public law. In 2003-2004 he was consulted by two of the groups making submissions before the US Supreme Court in Rasul v. Bush (the Guantanamo Bay case).
