  1. The standard expected of those decision makers who come within the ambit of section 7 of the Canadian Charter of Rights and Freedoms and section 2(e) of the Canadian Bill of Rights. Under the Charter, it has both procedural and substantive components. Under the Bill of Rights, it is a source of procedural entitlements only.
